Project Need

The City of Pinole aims to improve its transportation and circulation systems by enhancing sidewalk conditions, prioritizing maintenance, and expanding pedestrian and bicycle infrastructure. Efforts will focus on meeting the needs of all users, including mobility-impaired individuals, and encouraging walking, biking, and public transit use. The city will maintain roadways at or above Level of Service (LOS) standards and adapt infrastructure to support safe and efficient travel for all modes of transportation. Future development will align with public service capacity and strategic planning to meet community needs.

Project Goals

  • Establish programs to support sidewalk, trail and street enhancements, where feasible.
  • Utilize transit options and reduce vehicle miles traveled and single-occupancy vehicle use.
  • Reduce vehicle miles traveled and encourage the use of public transit.
  • Provide timely input and effective means (as appropriate) of programming street and highway improvements to maintain the objective peak hour level of service without detrimentally impacting community character or commercial activity.
  • Ensure and maintain a high level of public safety in the community.
  • Provide safe, efficient roadway infrastructure to support multiple modes of transportation and to meet existing and future circulation needs.
  • Provide Adequate Services and Facilities. Provide adequate services and facilities to meet the needs of the city’s current and future population.
  • Efficient Transportation. Support land use patterns that make efficient use of the transportation system and enhance public safety.
  • Support multiple forms of transportation and a circulation system design that reduces vehicle trips and emissions.
